It’s always a good place to start by contacting the Samoyed Club of your area, if there is one, and expressing an interest. It’s more than likely that they are your best chance at finding a reputable breeder in your area.
A year before we got my puppy, I dragged my dad to a Samoyed Show so that we could become familiar with the breeders in my area. It’s at times misleading to judge a breeder by the quality of their website-making skills and camera. I found it far more helpful to meet and talk to a breeder for an hour, than to read information off the web for hours.

Usually, a Club has a website, and that website has a page titled, ‘breeders’, ‘breeder referral’, etc. Go through your options and perhaps even contact a few before making your decision. Be sure to tell your breeder about your lifestyle, and listen to any advice they have for you. A Samoyed is a breed with strong pack instincts and a headstrong personality. Understand this and be prepared to makes changes to your life. If you honestly want this puppy, these changes will come easily for you.

The links I’ve offered are not the be all and end all. I put them there as they seem to cover a much wider area than most. If you don’t find what you’re looking for on them, don’t be disappointed. Conduct some searches specific to your country/state/city and go from there.
Good Luck and I hope you find the puppy of your dreams. I most certainly did
